So, after some extensive research, and testing myself; I've discovered that this quest won't appear until you have 150 skill in a Kul'Tiran CRAFTING profession.

This questline will only show up if you're an Alchemist, Blacksmith, Jewelcrafter, Leatherworker, Engineer or Tailor at 150 Kul Tiran/Zandalar skill level or more.hopefully this helps clear up a lot of questions, and should have been added already to this page.
In addition to having 150 in a crafting profession, you also have to have completed the quest "A Tempered Blade" to open up World Quests
