To complete this quest all you have to do is just kill things or do stuff like killing cannons and saving NPCs until your blue bar fills up.

I've never got this quest in months (the 2 months since coming back post xpac). I've done Assault on the Heart of Shattrath, and assumed this was that part of the achievement, til I noticed it hadn't counted. I did it again yesterday and still not completed for achieve.

So, apparently there is 2 Shattrath dailies, and you only need the harbor one for the Pathfinder/Securing Draenor achieves. Guess I'll have to get the missive.
