"I don't like ____" =/= "bugged". They just needed to adjust the re-spawn timer. There is no bug with the quest itself.

As you point out, the re-spawn rate on many quest mobs is very high. That's not really a bugged quest, is it?
When Gamon was killable, he would often kneel and mourn his own dead body, multiple times. It's not uncommon for the same mob to be lying face down on their own body.

What to do
Description
We'd barely pulled ourselves together after the flood when the Dark Iron hit the town. My men and I all rushed to defend the townsfolk, but the crazed fools retreated right into the keep itself. They're holed up good, and we can't destroy the keep. Not with half the town in ruins already. Take my place, {name}. I'd take the leader on myself if he hadn't dealt me this blow. Enter the keep, slay Horghast, and bring this to an end!
