You must be on this quest in order to complete History of Violence. You can then use the [npc=88064] to give yourself the [spell=175766] buff. This buff lasts for 2 minutes and can be used to break open the [object=239121]. These piles can contain gold, [object=237453], [npc=88058] and pieces needed for the achievement, such as [npc=88092].

Note: Once the daily is completed, even if you haven't turned it in, you can no longer use the jewels.

Edit: So I guess you don't have to be on this quest, you just need to have the bonus objective active. Another quest that caused it to activate for me was Garrison Campaign: The Broken Precipice and I've read it can also be available at random on different days even when not on a quest.

While doing this apexis crystal daily offered at my garrison, I picked up 50x [item=118099]. If you're also grinding [faction=1711] rep, this is a nice two-birds-one-stone daily to choose.
