If you have started the artifact quest line at Bradensbrook, youll get put into a phased version of BRH, so Jarod wont complete your quest, just abandon and pick up at another time.

If you're glitched out and can't turn in "Meet Jarod Shadowsong at Black Rook Hold." DO NOT ! Abandon this quest, it made me start ALL over with 0/4 quests. :(
nice hint, I'll add that if you already did the first heal artifact quest in Bradensbrook (healing the wounded) and then abandoned the line, you are still stuck in another phase, so finishing the artifact line and then returning to BRH worked for me
