If you're like me and he's not at the spot marked on the map -
Run towards the ruins of Necropolis, the world will change and become a little darker, and then he appears as a piece of azerite.However, I can't get close enough to him without him disappearing again.
(Maybe the war campaign storyline is blocking it? wouldn't be the first time it's blocked a world quest)
Edit: after several tries I managed to tip toe just within range and lure him closer to me without me changing maps.
