This quest bugged out on me twice in the space of a few minutes. The hook disappeared, no scouts were to be found, and the skyterrors I killed didn't count and were no longer highlighted. The quest essentially disappeared, but was still available on the map. Both times running next to Zul'jan Ruins restored the objectives so I could complete it.
Hope that helps anyone else who was stuck and frustrated like me!

I had the same problem, and I logged out in the quest area, logged back in, and the hook was back and I could finish the quest.

Pins are the quest’s own POI points from the current retail client, projected onto the in-game zone map. The game marks one blob as the quest’s turn-in; the rest are objective areas. Points that fall outside a map’s window are dropped rather than guessed at.

/way #863 34.7 84.4Map coordinates of the pins above. An area the client draws as a shape is given by the centre of its points.
Quests whose map markers the client places closest to this one on Nazmir, nearest first. Distances are straight lines between the markers.
Flight points closest to the quest’s first objective area marker on Nazmir:
Straight-line distances in yards between the quest’s own map markers (QuestPOI) and the client’s flight-point positions (TaxiNodes); flight paths and terrain are not modelled.
First seen in build 12.0.7.68887 (Midnight patch 12.0.7, the oldest build in our datamine).
Steps, storylines and map placement from the client’s QuestLine, prerequisite and QuestPOI data; neighbouring quest text is Blizzard’s own (quest API), shortened to its opening sentences.
Completing this quest counts toward this achievement.
