TheWoWDBI spent forty five minutes attempting this. Counted to three, to four, to five, waited until the very end to click... and could not at all catch this fish.
Then out of frustration I fished just like normal, clicking the bobber the moment it splashes, and got the black darter immediately.
You do NOT need to do anything special to catch this fish. The quest text is misleading.

I can confirm that the blackfin darter can be caught at 39:22, the small pond just in front of Shattrath. Saves you the flight to the rivers.
Edit: This is still valid since the newest Patch 2.4.1

Description
You probably know all about the golden darter--they're fairly common in the rivers of Terokkar Forest and a delicacy for priests. But here's one you haven't heard of: the blackfin darter. The fish is notoriously crafty and difficult to catch. You have to pull your line at the last possible second, because they nibble at the bait before they take it. Drop your line in the rivers of Terokkar and bring me a blackfin darter. Avoid the lakes, as the blackfin only thrive in moving water.
