A lock just means that (lore-wise) Pascal has told you about blueprints you haven't learned yet. Hover the lock to get a (vague) hint how to accquire it. In this case, [item=168491] can drop from mobs in the alternate future that Chromie sends you to, on days that she visits Rustbolt. The item that is crafted with this blueprint allows you to visit that future on days Chromie is not there.
Spell: Upload: Personal Time DisplacerUploads the Personal Time Displacer blueprint to Pascal-K1N6, allowing you to craft it through Junkyard Tinkering.
