Had this quest bug on me and reported it. GM said it was a known issue.
Pascal-K1N6 wouldn't learn the blueprint when I tried to turn it in. What wound up working for me was to not have the quest in my log and stand beside Pascal. When I clicked on the blueprint, Pascal had the yellow question mark appear over his head. I clicked on Pascal and then clicked accept for the quest, and he learned it without further issue.
