You will need to go to Pascal K1N6 to fabricate it. Make the spare crate first with 250 spare parts in you bags.

If you (like me) put your spare parts in the bank, there will be no quest available to enable you to craft S.P.A.R.E. Crate needed to fabricate the Hundred-Fathom Lure. So you HAVE to have 250 spare parts in your BAG for the quest to show up in Rustbolt from the NPC Pascal. Hope this helps.
If you get stuck on this and the Lure does not show in your bag or complete quest, try logging out and then back in. That is what I had to do to get it to complete.

What to do
Description
With those minnows and some spare parts, you should be able to build a Hundred-Fathom Lure. Visit Pascal-K1N6 in Rustbolt and build one. Then come back here, and we'll catch a huge fish!

Pins are the quest’s own POI points from the current retail client, projected onto the in-game zone map. The game marks one blob as the quest’s turn-in; the rest are objective areas. Points that fall outside a map’s window are dropped rather than guessed at.

Where this quest fits
Before this quest
Taken from the storyline's own step order.
- Tidying Up
Ionized Minnows are a scourge of these waters. They strip the ocean floors of any food, making it difficult for other species to survive. These fish have little to offer other than being a food source for larger fish.
After this quest
Taken from the storyline's own step order.
- Let's Fish!
We may need the help of some friends to land this fish! Use the Hundred-Fathom Lure when you're ready to start.
