Braced for Enchantment is a quest for level 10-70. It rewards 1 reward item, 1 reputation reward and 9,500 experience.
The Dragonscale Expedition has requested some enchantments for their gear.
The Dragon Isles can be a treacherous place. I don't blame them for needing some bracer upgrades.

You need an enchanting Vellum. You aren't enchanting some bracers, you are crating the sellable enchants.
I thought it was bugged too, but it does require quality 3 as Runejensen said. I couldn't craft that high yet and couldn't skill up yet, so I bought 2 on the auction house at grade 3. You can turn those in for credit as a workaround.
Make sure you "Enchant Bracer Writ of Leech" and not "Enchant Cloak Writ of Leech"
