TheWoWDBHere we are, patch 8.1.5, 12 years later. I've had this quest in my quest log since someone shared it to me a year ago. Suddenly, while defending Stonehearth Graveyard, I got credit. I don't believe there's any way I can turn this quest in ofc, but it is very strange that I got credit!
EDIT: As it turns out, the quest was readded in 8.1.5!

Since Patch 8.1.5 this quest can once again be completed as [npc=13154] has been re-added (this may be a bug as it is undocumented). The quest turns in at [npc=13320] in Icewing Bunker. Karl must be alive in order for the quest to be turned in.
Commander Louis Philips is in Tower Point. Make sure you're close by when he is pulled or else you won't get credit for the kill/quest if you show up when he's half dead.
