TheWoWDBSince Patch 8.1.5 this quest can once again be completed as [npc=13320] has been re-added (this may be a bug as it is undocumented). The quest turns in at [npc=13154] in Tower Point. Louis must be alive in order for the quest to be turned in.

Yeah... That'd be because this quest is done in Alterac Valley, not Arathi Bassin. And it's back in the game since BFA, you could have completed it !
