Even though it's listed as a Wardens rep quest, if the Nightfallen emissary quest is up, this counts towards it and rewards 250 Nightfallen rep in addition to the Wardens rep.

He stands on the broken bridge. If he's not there, you'll have to wait for respawn.
Az'jatar is a hulking Naga located on an island off the coast of Suramar.
To get to him fly to the crimson thicket and head towards the water. From Jandvik you can either use water walking abilities to go straight to him or you can skirt the land until you get closer to the island. This will allow you the least amount of swimming possible, but also have you go through other mobs on the island. Az'jatar has a knockback and a debuff, and one power attack that cannot be interrupted(whomp). As other comments mentioned he will of course be soloable with the right method or if you are a tank.
Here is a video on how to get to, and defeat Az'jatar (defeat is with a group)
