Scavenging slicers do not count despite having the yellow circle around them.
Pretty frustrating since they are hard to distinguish from the scavenging flayers who do give quest progress.

Be aware that there are valid mobs located outside of the valid world quest area. If you leave the designated area to kill them, it will not count.
