This quest just showed up in 4.3. Starting from the Throne of the Elements in Nagrand, you are sent to the Underbog in Zangarmarsh to talk to Watcher Jhang near the entrance inside of the instance. Watcher Jhang starts the dungeon quest Rescuing the Expedition, another new quest in 4.3.
Can be turned in while on heroic mode too

Description
The Earthen Ring often finds itself working closely with the druids of the Cenarion Circle. Now is one such time. Travel north to the Underbog and speak with Watcher Jhang. She is in charge of an expedition in the Coilfang Reservoir to stop the naga there and save Zangarmarsh.
Getting there
Inside the dungeon: The Underbog
Coilfang Reservoir is the name for a naga-dominated compound that lurks under Zangarmarsh's deepest waters. The reservoir, punctured throughout by massive open pipes and pistons, seems big enough to house armies - and, yet, its purpose isn't strictly military.
