TheWoWDBIn 4.3 this is a repeatable quest (blue questionmark) that is given by T'shu in Underbog. You do not need any prior reputation with Sporeggar to do this. Shrubberies are still obtained by normal means, as drops or looted from flowers through the dungeon.

This repeatable quest rewards 750 rep instead of 250 as of 4.3.3. Humans will get more with their racial bonus. You can pick up the quest from T'shu just inside the entrance to the Underbog. Sanguine Hibiscus drops from the mobs in the instance or can be picked up like an herb. It isn't soulbound, so you can also trade it or buy it from the auction house.

Inside the dungeon: The Underbog
Coilfang Reservoir is the name for a naga-dominated compound that lurks under Zangarmarsh's deepest waters. The reservoir, punctured throughout by massive open pipes and pistons, seems big enough to house armies - and, yet, its purpose isn't strictly military.
