I had problems getting this quest earlier tonight, and found out that having Suncrown Village (http://www.wowhead.com/?quest=9138) in your quest log will prevent Courier Dawnstrider from offering this quest to you.

Reputation: Tranquillien +250

Once a high elf town, Tranquillien became abandoned after the Scourge invaded Quel'Thalas. It has now been reclaimed by the Forsaken and the blood elves who seek to rid the Ghostlands of the Scourge.

Reputation group: The Burning Crusade.

Other quests in Ghostlands that reward Tranquillien reputation: Suncrown Village (+1,000), Goldenmist Village (+1,000), Windrunner Village (+3,000), The Fallen Courier (+1,000), The Plagued Coast (+1,000), Salvaging the Past (+1,000).

Item facts are the current retail client’s (ItemSparse); the specialisations for a pick-one item are the ones the Blizzard quest API lists; faction and currency text is the client’s own. Lowest listed price = the US commodity auction house now.
