This quest is ridiculous, or rather item it requires to craft - "Illusion Parchment: Spell Shield", which requires Awakened Order, which by the time of writing this comment on my realm goes for ~2500 gold on AH. That means you have to spend 12500 for Awakened Order alone to complete the quest, which is probably why it will remain uncompleted until the end of expansion.
