TheWoWDBI ran around the whole blue circled zone killing everything I saw and looking everywhere on the ground, it took about 20 minutes but it eventually dropped off one of the bonemauler dogs.
I assume as it says "enemies" anything consider such in the circle can drop it. I didn't see any unstable mucks, they must be quest/WQ related.
Could be a bug or just a bad drop rate, but it is there.

Description
If ye look around the muck pool I am sure you will find an armor dye. It might be nice to have the option to dye me belt a different color.
