Just fyi, the mobs that need to be killed aren't Naga. They're trolls and their minions. Right general area, wrong mobs.
Enforcing the Will of the King is Zuldazar world quest and you can start it at Speakers' Step subzone at 66.88 30.47 when it is active.
This quest is similar to the Bonus objectives.
