Funny thing here; as alpanhell said, the mobs you see from a distance phase out when you get into the area, replaced by the appropriate questmob. So far so good, right?
But there are multiple mobs it might pick for the quest, based on Naga tribes or something. Sometimes, the mob it chooses to ask for isn't there, replaced by something different. E.g. My quest calls for "Dreadcoil Seeker", but all of the mobs in the zone are "Darktide so-and-so".Leaving via flight master's whistle and coming back doesn't seem to fix it. I guess it's just a dead quest for this rotation. :'(
Another example of phasing use. Once you actually enter the Naga area near Atal'Gral flight path all of a sudden every naga will become "Dreadcoil Seeker's" and you'll see scrolls spread out.
