TheWoWDBMust be in the Battle For Stromgarde Scenario in order to turn in. So as soon as you've picked up this quest, rush back to base to turn it in, otherwise if your side finishes the Scenario you will not be able to turn it in without queuing up a new one.

This doesn't seem to show up on the tooltip for the whistle but, rest assured, once you turn this in, the flight whistle will take you back to the keep anytime you're in the scenario.
