As if 13/11/14 This quest is bugged for me, EU horde side on Earthen Ring. A bunch of other people stuck here are too. There is no way to interact with NPC's or the telescope and no perceivable way around it. Opened a ticket, will update when I know more :)
UPDATE:
Not sure if its legit as I'm testing it now, but a friend of a friend has told me logging out, waiting 10 seconds then logging back in worked for them. Trying it now, it's not ideal but it's worth a shot and saves time if it does work! Good luck!UPDATE: That did not work for me and a few others but it does not mean you should not give it a try anyways I suppose :/
UPDATE: A friend said he went into the Group finder > Questing and joined a team and used the Master Surveyor there with no problem, haven't had chance to see if it works but try it yourself if it saves time :)
THIS WORKED FOR ME! Establish Your Garrison steps to complete: Join a group or make a group in the Questing section of Group Finder. Invite anyone and everyone, click the Master Surveyor, this worked for 100% of people I invited and it worked for my friends who did it too. Hotfixed: it's now automatic.
Why downvote? It now starts the cutscene automatically when you're near it. At least on Dath'Remar (Oceanic).

Description
It's time for the main event! We've got the materials, we've got the manpower, we've got another thing that starts with "m." Let's build this thing! I got a gaggle of assistants up on that ridge to the west. They should have your personal surveying stand set up by now. Head on over there and you should be able to watch our progress from it.
