Being as no one has mentioned it, I figured i might as well since i ran into the issue.
If you are unable to see the Dwarf, go up to the Dragonscale Camp, and quickly do the Satiating Sharpbeak quest, which requires you to just basically pick up the feed. Turn into the grpyhon. Once you do that. You should be able to head to were his body is.
If you have completed everything within the campaign and the body is still not showing up for you like it was for me, Head to the Dragonscale Base Camp and pick up one of the npc quests like Healing Crystals or Medicinal Fungi and head back over to the body and it should be visible. For whatever reason having one of these quests in my log was what finally prompted me to see the npc.
