Here's what I found out about catching lunkers:

1. You don't need 1000 skill to catch lunkers.(I've been fishing them up at 880-905), not sure if it helps with the droprates if you get higher.
2. Nat Pagle has to be assigned and working in your garrison fishing shack.
3. El said the bait doesn't affect lunker droprates.(so use it anyway to avoid catching 70% junk fish)
4. Don't fish in pools.

Edit: When 6.1 hits, the higher your fishing skill will also increase the chance of catching lunkers.

In 6.1, looks like Nat Pagle doesn't have to be assigned to fishing shack to be able to catch these.

Caught a couple of lunkers in 10 min in the lava pool just outside Horde Garrison with 940 fishing skill and Fire Ammonite bait attached. Meanwhile, Nat was on a mission (so couldn't have been assigned to fishing shack).
