Sometimes while the quest active with the Prototype Pump-Action Bandage Gun in your bag you gain item-targeting for all NPC-s, and you can't interact them.
SOLUTION (and work most of bugs like this) : Just do the quest and go back to the quest giver and simply drop the Bandage Gun to him and the NPC Interacted and you can end the quest.

To open this quest I needed to complete Resupplying the Line and then the two offered there All Charged Up and In My Sights. BtW Quests had them as separate chains.

Description

They say, "When life gives you lemons, make lemonade." Well, life gave me a butt-load of guns. So I've been figuring out ways to turn these guns into useful tools. My latest modification is a gun that shoots bandages! Imagine it, you're on the battlefield, you see your ally go down, you pull out your bandage gun, shoot him with it and bam, he's back in the fight! I just need you to test it first and make sure it's safe.
