If he leaves your garrison (i.e. despawn) just as abruptly as he arrived: You have a limited amount of time to get the quest item and return before he is gone until the next time he randomly spawns. It is being reported that he shouldn't despawn now if you have his quest, but if he does, read below.HOW TO RESPAWN HIM: Both work 100%!
Method #1: (Credit to Aellios for figuring this out!)
All you have to do is move your Inn to a different plot in your garrison. To do this you visit the Architect Table in your Town Hall and just drag the Inn over to the other medium sized plot.
Method #2: (Credit to Chaos1810 for figuring this out!)Apparently he lets a rat chill in his spot on the 2nd floor when he is not around...?
Logged out for the night and on log in this morning he still wasn't there, but there was a rat in his place. I killed the rat and in about 15 minutes he was back.
The Iron Star is found in the room of the former last boss General Drakkisath where all the orcs and Emberscale Ironflights are.

Getting there
Inside the dungeon: Upper Blackrock Spire
The history of this imposing fortress is long and complex. Carved into the fiery core of Blackrock Mountain by the Dark Iron clan centuries ago, and eventually taken by the black dragon Nefarian and his brood, the upper reaches of Blackrock Spire are now home to the Ironmarch vanguard.
Bosses in the Adventure Guide, in order: Orebender Gor'ashan, Kyrak, Commander Tharbek, Ragewing the Untamed, Warlord Zaela.
Entrance: Blackrock Mountain, Burning Steppes at 27.2, 23.3.
