Freehold: A Pirate's End

If you're trying to figure out who to turn this into, its Captain Flynn Fairwind who is the island expedition NPC over near the boats in Boralus.

Finally got him! Seems you have to complete two island steps before (i did Zuldazar and Nazmir) and then he stood in front of the green ship as he should. So it doesn´t depend on your item lvl but on your progress. I even canceled this Q and as he was there he offered it again.

If anyone is having trouble even finding the guy to get the quest,

here is an official response from Blizzard Support :

Bottom line, you need to advance a few quests in War Campaign

Hey there xxxxx

I have taken another look into the issue you are having with Flynn Fairwind and finding the quest 'Freehold: A Pirate's End'.

So far I could find a few other players wondering about Flynn seemingly not showing up when expected, but in those cases the War Campaign had not advanced far enough yet for Flynn to be visible in Boralus.

From the info I have here, it seems you are currently working through your second Foothold (in Nazmir) but have not yet finished it. You have the quest 'Honoring the Fallen' in progress however.

For now I would suggest continuing both with your regular quests and zones, as well as finishing up anything War Campaign-related to stay up-to-date with that as well for your level. :)

hope this helps people,
