6. Travel to the Scar of the Worldbreaker in Badlands for the second step./way #15 31.07 48.70 Step 2 - Badlands

8. Travel to The Twilight Breach in Twilight Highlands for the third step./way #241 38.43 49.19 Step 3 - Twilight Highlands

10. The final step is in the Shimmering Expanse in Vashj'ir./way #205 39.07 67.48 Step 4 - Vashj'ir

The coordinates are:

When you arrive at the coordinates for the correct part of the quest, there will be a PoI on the map.

Summon Voidfire with your whistle and converse with him.

If he has no contextual conversation, the progress bar will not fill. Relogging solved this for me.
