This WQ seems to be bugged right now. Gahz'ralka is currently not spawning, no matter how long you wait.
Edit: I can confirm, as ttk1976 said, that this is a phasing issue with the WQ Hundred Troll Holdout. You need to complete that world quest first.

You need to do the world quest "Hundred troll Holdout" first then you can see Gahz'ralka. There is some phasing overlapping i believe.
