TheWoWDBIf you are trying to complete the associated world quest but he is not appearing, see if the Hundred Troll Holdout is up. I had to compete the troll world quest before I could see Gahz'ralka. Seems to be a weird phasing bug.

Had to go and do Hundred Troll Holdout - what a pain in the butt that quest is. Not hard, just tedious.
To get up there - start at the bottom of the stairs at 62.9, 28.3 and follow the stairs up. Then come back to the waterfall for Gahz.

Level and Map Tracking
The game data tunes Gahz'ralka for levels 10 to 60, Battle for Azeroth content.
The map marks it with vignette 2,636, which the client hides once hidden tracking quest 50439 is complete. In game, /run print(C_QuestLog.IsQuestFlaggedCompleted(50439)) prints true when that quest is flagged for your character.
