TheWoWDBMy only thought on this is that they want to draw attention to the work that's being done near that sort-of stables-looking thing outside the Stockades. By creating new quests on the city map that involves those workers, players are more likely to realize that something is new in Stormwind.

When you turn in the quest her dialogue changes to "Not much here for ye to look at yet." Presumably there WILL be something to look at soon?
