This guy is located on a farm walking around in corn stalks on top of the cliff, all the way straight West from Corlain Flight Master aka Watchman's Rise.

It is the little house icon on the map just south of where the road splits to go down to the beach.
It is also directly above/east where the WQ's spawn along the beach.
