Is there any particular method known of his spawning habits? I went to kill him this morning, around 9:30am EST, and he was active without a World Quest requiring his presence. After he was killed, he immediately respawned.
As of 3:05pm EST, once again there is not a World Quest for him, however, he is not active in the cave.
