TheWoWDB[npc=89287] is controled by [npc=89350]. They are inside a cave and kinda hard to find for the first time, they are directly below the blue Makrana elder up top on the island. But you don't need to go up at all, because the cave is down in the water

If you're looking for Oublion and noticed he's underground but can't find a cave entrance, go into the water near [62.8], [61.4] and you'll notice there's an underwater passage you can swim through to reach him.
The Coordinates are just wrong! When you stand at 62,60 you see the Cave under Water. I don't know why someone would even say 63.9, 61.7 except you want a click on your Video.
