If the quest won't trigger or you are killing things and not receiving credit make sure your quest log is NOT full. Try dumping a quest if possible. This worked for me after WEEKS of never being able to do this quest.
This was one annoying world quest in terms of FINDING it. I remember doing it at 100 but completely forgot. Went around killing things to move the bar up and nada - even in Legion Camp: Chaos. Finally some devices appeared and I was able to deactivate them and kill surrounding creatures.
The coords that worked for me were: (39.42, 48.14)
