This is the first quest of quest chain to recruit new [class=4] follower - [champion=988] (Alliance / Horde).
Before you can pick up this questline, you have to pick up Champions of Legionfall from [npc=116576] on the Broken Shore.
To be able to pick up the quest you have to finish previous parts of Breaching the Tomb.
Chain starts from The Pirate's Bay in The Hall of Shadows. Quest can be picked up from Lord Joarch Ravenholdt.Travel to Azsuna and find Tess Greymane and Tethys. They await you at 57.6 63.4 spot.

For people going back and doing all the Class Halls now that the Breaching the Tomb achievement is account wide. Once you finish this quest and seem stuck at a dead end, pick up Champions of Legionfall from Maiev Shadowsong at Deliverance Point on Broken Shore.
The Pirate's Bay will then be available from Jorach Ravenholdt in the Chamber of Shadows, and you can continue your journey. Happy questing!

Description
While we've made some progress on the Broken Shore, I think it is time for the more subtle tactics of the Uncrowned. We've received word of a large cave off the main island, where powerful demons meet to plot our downfall. Tess and Tethys have formulated a plan, but they need your help to see it through.They are waiting for you at Dead Man's Bay in Azsuna.

Detheroc has SI:7's finest snipers on all of the rooftops. We can't mount up and we can't fly. There are grapple points above so that we can move up the cliff. We've also setup hay bales to hide in along the likely routes to SI:7. We just need to stealth in and kill Detheroc.
