If you happen to be on this quest while the WQ Banquet Battle is active and if you decide to start Banquet Battle by clicking the table, it will phase out all the Freshscale NPCs you need to talk to.
What happened with me is that I decided to do the WQ and it bugged out on me. Table flipped, but I had no button to throw food. Now all the NPC's were gone, replaced by those for Banquet Battle and it took a lot of resetting and messing around to get the WQ working again so I could finish this quest.

Description
With my deck back, I can focus on recruiting new members to my club! I was thinking about asking the dracthyr... Oh, that is another thing you can help me out with, {name}! I am going to be a bit busy trying to get other dragons to join and I really want to get the dracthyr involved. Do you mind talking to them for me? Be warned; many of them have never played before.
