I was confused about this quest at first, then I realized how it worked. You use the hook to grab the can, but instead of it immediately applying to the Shredder, it just gets listed in your inventory. Then you just use the can that's in your inventory on the Shredder.

I was pretty confused at first since after you snag the floating oil cans from the air they just disappear. The oil is actually in your inventory, use them on the shredders.
Once you get into the Irontree Clearing you'll notice floating oil cans. Use your hook to retrieve the oil cans and then toss them at the Irontree Shredders.

What to do
Description
Three things come out of Irontree Clearing: lumber, oil, and exhausted workers. The first two are pretty much the cause of the third, but I like to be efficient about things where I can. I've got our shredders working triple unpaid overtime, and there's really nowhere in the schedule for them to get maintenance. Use this grappling hook to nab some of the extra oil cans floating around camp and use them to oil up the shredders, would you?
