I would assume it's because The Jungle Book and Shere Khan wasn't made by Disney, they just made the movie adaptation of Rudyard Kipling's books.

Named after Shere Khan the tiger villain from Disney's Jungle Book.
Also, he is tameable if you want to update your orange tiger model from Stranglethorn Vale.
