TheWoWDB"Signal Point" is a small-ish sparkly circle on the ground, midpoint between Chief Ka Ka and the statues flanking the entrance to the Grookin Mound. You might not see it if trollers have their mounts parked over it. Once you send the signal up, a small cut scene ensues, then you are moved to a different place in the Grookin Mound and more quests open up.
