This info is for the Azsuna version of this quest, but the base puzzle mechanics are exactly the same for the other zones. Only the layout changes.
You pick it up from [npc=115906] on a ledge at location 57.13, 73.12, behind the Temple of a Thousand Lights. The path starts at 55.35, 65.92.
Watch out for the elites on the way up. If you decide to charge up on your mount, you can cut off to the left at the top of the path, over some rocks around the edge, which should give you a chance to shake them. You might pick up one more at the end when you jump off, but it's better than 5 at once.Now for the quest walkthrough... (I put the walkthrough under the spoiler to collapse it, since it was kind of lengthy)

Like most other WQs, it auto-accepts when you get close to him, and you get a vehicle bar that pops up with two spells on it:
[spell=230263] on key 1, and [spell=230405] on key 5
- The goal of the puzzle is to "windwalk" using [spell=230263] from orb to orb. When you hit it, you'll burst horizontally through the air for a short distance in the direction you are facing, and the spell will start a 6 second cooldown. If you make it to a big purple glowing orb, the cooldown will instantly reset, and you will be able to hit it again. The key is to have your next orb lined up, and time it perfectly while you are falling, so that you will hit the next orb to continue the chain.
- There are also other reddish glowing balls, which debuff with [spell=230329] if you hit them. If that happens, or if you don't make it to a purple orb and fall, you'll instantly port back to the start, and have to try again.
- If you make it at least halfway, you'll get a new checkpoint, and will only get ported back to that point. This part has you actually step off the edge of the platform and fall, timing yourself to line up with an orb that you can only hit once you drop below the stacked orange balls. You'll then hit a crystal, which boosts you vertically up in the air, and you have to let yourself fall again, to line up with another purple orb. You do that a few times, and towards the end, you have to hit [spell=230263] when you're boosted up, which will get you to the second to last orb. This one is pretty tough to time right, but aim for the last orb, right next to the blue swirly portal thing. If you hit it right, the quest completes, and you're ported back to the start, next to Archmage Kesalon.
Note: Sometimes, due to the lag, and depending where you fall when that happens, you might actually hit the ground. I have, several times. Depending on your health at the time, this could kill you!
It seems like the mechanics have to allow you to fall a certain distance, because some of the puzzles require that. If you happen to be over terrain which is higher than the lowest point you need to drop for the puzzle, this is when you seem to hit it. In these cases, you probably needed to dash from a different point further out, in order to clear the terrain.
I hope this helps some of you, cause after about 40 times of not getting it, I came to Wowhead, only to find there was no information that I could locate on it at the time. After all that, it would have been nice to get more than 75 rep with [faction=1900]. But meh.

Tips and Info:
- Purple orbs give you a recharge on your sprint boost so you can use it again.
- The blue platform is a "save point."
- Orange orbs reset you to the start or the blue platform "save point."
- You'll need to either sprint over or just under the orange orbs to complete the course.
