If you're like me, and wondering where the pick axe spawns so you can grab it to bait worms, it's already in your bag.
I spent longer than I'd like to admit thinking the spawn was bugged before using the search in my bags and realizing it was already in there. Unlike other quests (like the mushroom scything next door), there isn't a context aware button for using the pick, you just need to use it from your bag or drag it out to an action bar.
If this fails to complete for you logout in the quest area and when you log back in it should complete properly.
