Storyline order is the client’s own QuestLine data from the current retail build.
Step 2 of 3. Chain order is read from the prerequisite data in the current retail client build, so it reflects what the game requires, not a curated storyline.

Do you feel it? Hope, returning? Thank you for your help, <name>. The dawntower's flame remains dark. But this time, I think we'll be able to restore it. Let's meet at the tower.

I have to admit, I did not think that the first visitors we'd have in Mereldar would have been outsiders. I thought the Empire... Well, nevermind. You have been more than helpful to my people, and that deserves recognition. Mereldar is the bastion of the Arathi in Hallowfall. Take some time, rest.
Hope in Solidarity has 15 steps, from To Mereldar to The Rise of the Reckoning.
Maps its steps are placed on (steps per map): Hallowfall (14), Azj-Kahet (1).
Steps of this storyline count toward:
Steps, storylines and map placement from the client’s QuestLine, prerequisite and QuestPOI data; neighbouring quest text is Blizzard’s own (quest API), shortened to its opening sentences.
Pins are the quest’s own POI points from the current retail client, projected onto the in-game zone map. The game marks one blob as the quest’s turn-in; the rest are objective areas. Points that fall outside a map’s window are dropped rather than guessed at.
