As of the Shadowlands pre-patch, the NPCs that accompany you frequently bug out and do not attack.
These quests make no sense...
Just so you know, the "Horde targets attacked" just refers to doing any 4 world quests in that zone. (Edit: Yeah as others have said, it's not just any world quests it's the ones specially marked on the map)
Once you've done that you go talk to Shandris again. Then she gives you another quest.
I'm still trying to figure out how to turn that quest in.
Edit: Wow, you turn this quest in in Boralus. How the heck are you supposed to know that?
Make sure you turn in this quest before the faction assault timer runs out. I thought I was going to be clever by getting the Wheeeee! buff from the Darkmoon Faire and gain some extra rep, but the timer ran out, and Jaelaana no longer had a golden ? over her head.
