There is a prerequisite for this chain - you must complete all the Grookin Hill quests first and then the quests in Dawn's Blossom up to All We Can Spare, which sends you to Emperor's Omen. Foreman Mann will first give you I Have No Jade And I Must Scream, and then Mann's Man will unlock.

Hao Mann is located under some rocks in a Cave at 45.43/29.13,
entry to that cave is in Greenstone Quarry at 46.18/29.30
If you're Alliance, go to Dawn's Blossom and speak with Toya--the Pandaren by the Flight Master. He'll have you speak with three members of the village. Soon afterwards you'll be able to speak with An Windfur (a small Pandaren child). She will give you a quest to go to the Jade forest to rescue her friends; she'll give you a second quest when you get there to slay the Jade panthers. Complete both quests and return to town. In town, turn in those quests to her and speak with Toya again to get the "All we can Spare" quest that'll send you to Mann.

I told him not to go back, that it was too dangerous, but he's as stubborn as a hozen and twice as stupid. Says the boys need him around for "moral support." <Mann sneers.> What about my moral support?! What am I gonna do if that idiot dies?! Please... keep an eye out for him. Tell him to come home. <Her eyes soften before she turns away.>
