Odd that you can't get this quest from the warlock trainer in Darnassus. But he doesn't even let you respec, so I suppose it's not all that surprising.

This quest won't be available if you already picked up "Stones of Binding" in Stormwind!
Abandon it and this one will become available right away from Alexander!
