April 2020: during double XP, this was showing as my presumptive zone in my late 90s, got to garrison area at about 102. This quest was missing--you move out of the area and an exclamation mark shows up, move into the area and it disappears. Ignore that. Talk to Baros to establish your garrison ( Establish Your Garrison ). You will see he has the quest, but it isn't showing up because it is 'low level'.

Description
